HESTA's board

The board meets 10 times a year, managing every aspect of the Fund’s responsibilities and overseeing the administration, investments and future direction of HESTA.


 Angela Emslie - appointed 15.12.94

Angela Emslie

Angela Emslie is chair. Angela is an employer trustee nominated by the Victorian Employers Chamber of Commerce and Industry (VECCI). She has significant experience as a trustee of industry superannuation funds and in addition to her role on the HESTA board, she is a Director of two other funds: Vision Super and Care Super.

Angela is also an elected board member of the Australian Institute of Superannuation Trustees (AIST) and a former trustee of AusFund.

With over 20 years experience in management as a senior manager, a line manager and an adviser to management, Angela has extensive experience in a vast range of management and human resource issues. Angela is a Director of LIME Management Group, a boutique consulting firm that provides management consulting services primarily to the health, community services and government sectors. She provides strategic planning and management advice particularly in organisational change and development.

Angela has a Masters in Business Management and a Bachelor of Economics. 

 

 Brett Holmes - appointed 28.9.00

Brett is General Secretary of the New South Wales Nurses' Association(NSWNA) and Branch Secretary of the Australian Nursing Federation (NSW Branch). The role of the General Secretary involves representing the Association's 51,000 members in industrial, political and professional forums. The General Secretary’s role includes the financial and operational management of the Association.

The General Secretary is a member of the Council of the NSWNA. Brett is an Executive member of the Australian Council of Trade Unions, Unions NSW and the Australian Nursing Federation.

Brett is a graduate of the Harvard University Trade Union Training Program in 2001.

 

Jay Bonnington - appointed 01.01.11 

Jay has a degree in Commerce and a M.B.A., is a Fellow of the Australian Institute of Company Directors, and a FCPA. She worked for an international chartered-accounting firm and then moved into various industries as a senior financial manager. She moved to Australia in 1985 and undertook a number of senior financial roles within the Transfield Services Group, until 1995. She then held the roles of Finance Director/CFO of Yallourn Energy Ltd, Head of Financial Services with NEMMCO, National Director of CPA Australia, and National CEO of the Make-A-Wish Foundation of Australia until 2005.

Jay is currently a National Board Member of the St.John of God Healthcare Group, and a director of the Port of Melbourne Corporation, Metropolitan Fire & Emergency Services, and Agriculture Victoria Services.

Her community involvements are as a Deakin University Council Member, and a director of the Prince Henry's Medical Research Institute, the Royal Botanic Gardens, and the Lord Mayors Charitable Foundation.

In the past, she has held a number of board appointments in Health and other sectors, including being a Trustee of Health Superannuation Funds Ltd for three years until 2004, and Chair of Dental Health Services Victoria for seven years, until 2006.

She continues to hold a portfolio of both government and non-government board appointments, chairing various board sub-committees of Audit and Risk, Finance and Resources, and also serves on Remuneration and governance oversight committees.

Jay is married with two adult stepchildren and five grandchildren, and enjoys gardening and reading.

 

Yvonne Chaperon - appointed 29.10.10

Yvonne has been employed by ANF since January 2003. Yvonne is a registered nurse and a qualified lawyer. Yvonne undertook her nursing training at the Royal Melbourne Hospital in Group 1989. She commenced her Graduate Year on the Colorectal and Burns Unit and due to a family illness returned to Hobart and completed her Graduate Year at the Royal Hobart Hospital.

Yvonne commenced her legal studies at the University of Tasmania and worked at the Royal Hobart Hospital 3 days a week and continued to nurse on weekends once qualified as a lawyer.

Prior to joining the ANF (Vic Branch) as a Professional Officer, she worked with Ryan Carlisle Thomas, lawyers, representing registered nurses before the Nurses Board of Victoria, Coroners Court of Victoria and the Australian Industrial Commission.

Yvonne became an Industrial Officer in 2005 with the ANF and had carriage of negotiating the Practice Nurses Enterprise Bargaining Agreements and worked with a team of Industrial Organisers and Professional Officers dealing with industrial and professional issues.

Yvonne became Assistant Secretary in 2007 and has participated in the negotiations of the 2007 Public Sector EBA, the 2007 Psychiatric Services EBA, the 2007/08 Multiple Private Acute Hospitals EBAs and currently has the portfolio of Aged Care and negotiation of approximately 600 Aged Care EBAs covering some 700 facilities.

In July 2010 Yvonne became ANF Federal Assistant Secretary and one of her portfolios is aged care.  

Dr Rosemary Kelly- appointed 01.01.12

Dr Rosemary Kelly is Secretary of the Health Services Union  (HSU) Victoria No. 4 Branch, which represents medical scientists, including dietitians, audiologists, perfusionists and medical physicists, as well as psychologists and pharmacists, working in health and community services in Victoria.

Rosemary is a member of the National Executive and the National Council of the HSU, and of the executive of the Victorian Trades Hall Council and of the Trades Hall and Literary Institute.

As Secretary of the Health Services Union Victoria No 4 Branch since the year 2000, Rosemary has had a ‘hands on’ role representing the interests of the Union’s members in negotiations with employers and governments, as an advocate in proceedings in Fair Work Australia and other tribunals, and in litigation.

Prior to that Rosemary worked as a union industrial research officer and advocate, and as an academic, teaching and publishing in the fields of industrial relations and public policy, including superannuation.  Rosemary was a consultant and independent researcher for 15 years, being principally engaged by unions and governments.

Rosemary holds a Bachelor of Commerce, Diploma of Education, Masters of Public Policy and a Doctorate in Education.  

Tim Lyons- appointed 08.02.10 

Tim Lyons

Tim is the Assistant Secretary of the Australian Council of Trade Unions (ACTU). Tim’s responsibilities as an ACTU Officer include management of the organising and growth agenda, union education programs and the corporate research/strategic campaigning capacity. Prior to the ACTU, Tim was an official of the National Union of Workers for 13 years, working as an industrial officer and organiser.

Tim represents the ACTU and unions at high-level meetings with government and business on both industrial issues and the broader policy agenda of Australian unions. He is a member of the National Workplace Relations Consultative Council, the Committee on Industrial Legislation, the Procurement Consultative Committee and the Global Unions Committee on Workers' Capital. Tim was previously a trustee director of another industry superannuation fund and is a current director of The Union Education Foundation.

Tim holds a Bachelor of Arts, a Diploma in Financial Services (Financial Planning) and a Diploma as a Company Director.

 

Beth Mohle - appointed 28.6.01

Beth is a Registered Nurse who trained at the Royal Brisbane Hospital and was employed in a medical ward there before commencing employment at the Queensland Nurses' Union as an organiser in 1990. Beth is currently the Secretary of the Queensland Nurses’ Union/ Queensland Branch of the Australian Nursing Federation where she has particular responsibility for strategic planning, risk management, health policy, education and research.

Beth is a member of the Queensland Council of Unions Executive and is Chair of the QCU’s International Solidarity Committee as well as being an active member of Union Aid Abroad - APHEDA.

Prior to entering nursing Beth obtained a BA (Humanities) from Griffith University in Brisbane and has a Graduate Certificate in Health Economics at Monash University. She also has certificate qualifications related to superannuation – ASFA 100 Certificate of Superannuation Management and ASFA 200 Trusteeship.

Beth is married and lives in Brisbane. She has a keen interest in the arts, in particular film and photography.

 

Maree O'Halloran - appointed 18.01.10 

Maree O'Halloran

Maree O'Halloran is the Director of the Welfare Rights Centre in NSW. She also practises as a solicitor at the Centre which specialises in Social Security law and provides free legal assistance. Maree serves on the Management Committee of the NSW Aged Rights Service in a voluntary capacity.

Maree was a Director of the NSW State Super SAS Trustee Corporation from 2002 to 2009. She is now on the Board of the Teachers Credit Union (NSW/ACT/WA) and was the President of the NSW Teachers Federation prior to her current role.

 

 

Prue Power - appointed 01.01.10 

Prue Power

Prue was appointed as the Executive Director of the Australian Healthcare and Hospitals Association (AHHA) in July 2003. Prior to taking up this position, she was the Australian Medical Association’s Director of General Practice and e-Health (7 years). Prue has worked at AHHA previously in the role of Deputy Director (3 years). Former roles have included Adviser to the Commonwealth Minister for Health (3 years), Senior Officer Policy Development Division (Workforce) Commonwealth Department of Human Services and Health (1 year) and Secretary of the Australian Nurses Federation ACT Branch (8 years). Prue trained as a nurse at the Alfred Hospital in Melbourne.

Prue has a Master of Population Health, ANU (1999). She is also qualified as an Arbitrator (University of Adelaide 2002) and Mediator (Institute of Arbitrators and Mediators 2001) and has a Corporate Directors’ Diploma (1999).

Prue has served on several Boards of Directors, including 5 years on the ACT Health Community Service Board. She is currently a member of the University of Canberra Council.

 

Richard Royle - appointed 01.01.11

Richard is Executive Director of the UnitingCare Health group in Queensland, which encompasses five not for profit private hospitals totalling approximately 1,100 beds.

As vice-president of the Australian Private Hospitals Association, he is actively involved in industry matters relating to the private hospital sector. With over 30 years experience in management of public and private hospitals, Richard has accumulated a wealth of knowledge regarding Australia's hospital industry.

Richard holds a Bachelor of Arts and a Masters of Health Administration degree, and is an active member of the Executive team responsible for all of UnitingCare's services in Queensland, including Bluecare and Lifeline, as well as UnitingCare Health.

Richard is married to Cheryle and they have 4 adult children.

 

Kelly Shay - appointed 01.09.09

Kelly is the Assistant Secretary of United Voice (formerly known as the Liquor, Hospitality and Miscellaneous Union (LHMU)) WA Branch. United Voice is Western Australia’s largest union with a largely female membership in areas such as child care workers, property services (cleaning, security, maintenance), hospital workers, aged carers, hospitality workers and education assistants. Kelly is responsible for all components of United Voice's involvement in the aged care, disability, childcare, private education industries as well as training and development.

In her 5 years at United Voice, Kelly has also worked as a Lead Organiser responsible for the Private Health industries.

Prior to United Voice, Kelly worked as a Lead Organiser for Australian Council of Trade Unions, organised workers throughout North America as a International Lead Organiser for UNITE (Union of Needle trades, Industrial and Textile Employees) based in Toronto and as an Agency Organiser for Community & Public Sector Union/Civil Service Association.

Kelly is an active member of APHEDA and the National Aged Care Alliance.  

 

David Smith (Alternate Director) - appointed 01.01.12

David Smith was born in Brisbane in 1963 and grew up in the suburb of Stafford Heights in Brisbane.

He is married to Alana and has 2 children Andrew and Asheley and currently lives in West Melbourne.

David is currently the National Secretary of the Australian Services Union. Previous to taking up this position in March this year he was State Secretary for the Australian Services Union in Queensland and has been representing members in social and community services, local government, energy, rail, and port authorities for over 18 years.

This has led to a keen interest in the development of regional Australia and their needs and aspirations and the challenges they face in decentralised states like Queensland and Western Australia. David’s current role regularly takes him throughout Australia.

It was David’s Branch under his leadership who were successful in running the SACS pay equity case in Queensland, the forerunner to the current pay equity case before FWA.

David also has a keen interest in the retirement benefits available to all Australians. David holds a Diploma in Financial Services (Superannuation) and is an ASFA accredited investment fiduciary.

David has also had a long term involvement with Union Shopper since 1995 and was Treasurer until March this year; he is still a Director of their subsidiary company - Australian Discount Shipping Services.

David also held numerous positions within the Queensland ALP on the State Administrative Committee, member of the Electoral College, member of the Finance Committee, Director and shareholder of Labor Holdings and State Treasurer for the ALP.

Tony Smith - reappointed 19.04.07

Before entering the residential aged care sector in 1984, Tony enjoyed a management career in Methods Engineering production planning, human resource development and workplace relations.

He is Managing Director of A J & B J Smith Pty Ltd., who have business interests in residential aged care, independent living accommodation and nursing homes management and advisory services.

From 1997 to November 2001, Tony was Federal President of ANHECA and joint chairperson of the National Aged Care Industry Council.

Tony is currently an aged care quality assessor registered with the Quality Society of Australasia and a member of the Administrators and Advisors Panels by ministerial appointment. 

 

Lloyd Williams - appointed 01.01.12

Lloyd is State Secretary of the Health and Community Services Union (Victorian No.2 Branch of the Health Services Union) and holds the honorary position of Assistant National Secretary of the HSU.

Lloyd has been employed by HACSU since 1989 in a variety of roles including Health and Safety, Senior Organiser, Executive Officer/Assistant Secretary and has held the State Secretary position since 1999. Prior to working for HACSU Lloyd worked as an Occupational Health and Safety Manager at Mont Park Hospital, Lloyd holds a Diploma in Occupational Health and Safety.

Lloyd directs and manages the overall strategy, financesl and operations of HACSU which represents nurses, health professionals, direct care and support staff working in Victorian Mental Health and Disability Services. As an Industrial Advocate he also leads the union’s participation in industry reform, workforce development and sector bargaining campaigns.

Lloyd is a past board member of the Community Services and Health Industry Training Board (CSHITB) and the Union Research Centre on Organisation and Technology (URCOT). 

 

Klaus Zimmermann - appointed 01.01.12

Klaus Zimmermann has over 30 years extensive experience in senior executive, CEO position and non executive board membership including being Chair with a management/finance background.

His experience covers Australian manufacturers including one large international company exporting goods all over the world. For 10 years Klaus was the Senior Executive, Accounting and Company Secretary for the Australian manufacturer where he gained extensive experience in export, Research & Development as well as being a Trustee on the company’s Superannuation Fund.

Klaus has worked in the aged care sector since 1991.  

Klaus presently holds the position of CEO of Eldercare Incorporated, one of the larger aged care providers in Australia, which is a S.A. based not for profit aged care organisation specialising in Residential Care Facilities and Retirement Villages for the elderly.

 He is also a board member of a Medicare Local, Central Adelaide and Hills.

In 2003 was appointed by the Federal Treasurer of the Australian Federal Government to the Financial Reporting Council (FRC) as a part time member, a position he held to December 2011. The Council is responsible for the broad oversight of the accounting and auditing standard setting process for the private, public and not for profit sectors within Australia. He was also Chair of the Nominations Committee for the FRC for a number of years.

Klaus sat on the state and national aged care industry boards for many years and he is a past National President and Chair of ACSA (September 2007 to November 2011) which is the major representative and advocacy organisation for the aged care providers.

Klaus was a member of the Uniting Church Investment Committee (South Australia) for a number of years and was also for many years on the national Board of the National Institute of Accountants and was its national president for 3 years.

In the 1980’s Klaus was also involved in the Credit Union Industry for nearly 10 years serving as a Director and Chairman of an Adelaide based Credit Union as well as sitting on a number of Industry Boards.
